Orange County Emergency Services District 4 is governed by a five-member Board of Commissioners. The Commissioners are elected at-large by district voters and serve four-year staggered terms. To be eligible to be a candidate for emergency services commissioner, a person must be at least 18 years of age and a resident of the district. The officer positions are determined by an election among the board members.
